In Nebraska, TIF is authorized by the Community Development Law, Neb. Rev. Stat. §18-2101 et seq. Cities may use the increase in property tax revenue from a redevelopment project (the “increment”) for a limited time to help pay eligible public improvements in areas designated blighted and substandard. Base-year taxes continue to flow to all taxing entities; only the increment is diverted during the TIF term (typically up to 15 years, or until the obligation is paid).

TIF payments to a redeveloper generally come from taxes on that increment, for a capped dollar amount or term of years—whichever comes first under the redevelopment contract.
